Sora 2 May Spark Debate on Anime and Copyright in Japan

The release of OpenAI’s “Sora 2” video generation AI has become a major topic in Japan.  Videos resembling popular anime characters have reportedly spread widely on social media, raising concerns about copyright infringement.  Lawmaker Akihisa Shiozaki called the situation “a serious issue” and indicated that the government should consider a response.

 

Japan has already examined how existing copyright law applies to AI training, for example through Article 30-4 of the Copyright Act, which permits the use of works for data analysis under certain conditions.  In addition, the Agency for Cultural Affairs has issued non-binding guidance on AI and copyright.  In contrast, media organizations are pressing for legal amendments, including the introduction of opt-out mechanisms for rights holders.

 

Although no major AI-specific copyright reforms have been enacted yet, policy discussions may be sparked by the “Sora 2” controversy, which could serve as a catalyst.  The Sora 2 controversy has underscored the need to strike a balance between advancing AI and protecting creative rights.
